Obama Avoids Senate by Using Recess Appointment to Place Berwick as Head of CMS

President Obama leveraged a recess appointment to place Doctor Donald Berwick as head of the Centers for Medicare and Medicaid Services (CMS).

The appointment is somewhat controversial as it circumvents the normal Sentate approval process.  In addition, Dr. Berwick has been an outspoken critic of the U.S. healthcare system and an equally candid advocate of the British single payer health system ("NHS") and socialized medicine in general.

Doctor Berwick's views are evident in his speeches and writings.  According to Doctor Berwick:

  • “I am romantic about the NHS; I love it.  All I need to do to rediscover the romance is to look at health care in my own country.”
  • “The N.H.S. is not just a national treasure; it is a global treasure,"
  • “In the United States,competition is a major reason for our duplicative, supply-driven, fragmented care system.”
  • “The decision is not whether or not we will ration care — the decision is whether we will ration with our eyes open.”
